'Napolitano said the NSA "does not care about the privacy rights" of innocent people. Instead of getting a search warrant for one individual's cell phone, the NSA now captures all cell phone data in a country where the targeted individual is believed to be until they can narrow down the suspect's location, he explained.

Even when a cell phone is turned off, the NSA can track where it is.

"Edward Snowden revealed what some of us have suspected for a while. Which is that the NSA uses everybody's cell phone to follow them wherever they go and then takes it from there," said Napolitano.'
