'A bipartisan report from the Senate blasts a Homeland Security intelligence program calling it “useless” and a “costly effort that tramples on civil liberties.” The Department of Homeland Security created dozens of fusion centers to share intelligence across multiple departments. According to the bipartisan investigation, the program found no potential terrorist activity and often spied on innocent Americans.'
