Two Ways Bills Become Laws

This describes the two processes that Congressional bills become laws. Watch out for the second one. As we've seen, it may be sneaky and may happen late at night.

"The second process allows for secret deals to be made in order for a bill to be passed, and is a permissible, if not shady, means of passing bills. There does not appear to be any Constitutional issues with Congress writing bills in this manner, because the bill still must go through the President’s signature to become a law."
