If a house in your neighborhood catches fire, it immediately becomes the responsibility of the local fire department to contain and extinguish that blaze- not, for example, an adult who allowed a child to play with matches. The fire chief takes charge- and the legal ramifications of cause and culpability are handled later. The fire chief doesn’t head to the golf course, launch a self-serving public relations campaign- or simply pass the buck. He speedily coordinates all personnel and equipment to ensure that the fire is put out as quickly as possible."
